JWL is taking a political economy approach. This 'Issues-based approach' is founded on DFID ’s Drivers of Change (DoC) thinking and is attempting to achieve better governance and 'joined-up government' as well as more responsive (demand-driven, service delivery-oriented) government in water management.

The desired result is better coordinated, better informed, more inclusive, more efficient, more transparent, and more accountable decision making about water management, i.e. better water governance.
